دی Khyber Pakhtunkhwa (KP) government officially introduced a new vehicle registration and number plate system, which puts it at par with the federal model. This new system has already come into place and will be fully implemented as of November 30, 2025 according to the notification made by the Excise, Taxation, and Narcotics Control Department.
CNIC-Based Registration System
Under the revised rules, registration numbers and number plates will now be directly linked to the vehicle owner’s Computerized National Identity Card (CNIC) instead of the chassis number. This step aims to:
- Prevent misuse of vehicles in unlawful activities.
- Simplify the registration and transfer process for citizens.
Vehicle owners have been advised to transfer purchased vehicles to their own names within three months. Similarly, sellers must ensure proper ownership transfer to buyers. Non-compliance may lead to fines or issues in future transactions.
New Rules for Number Plates and Smart Cards
According to the new policy:
- When a vehicle is sold, the CNIC-linked registration copy or smart card will be deactivated. However, the seller will keep it until reassignment.
- Owners can transfer their registration number and plates to a newly purchased vehicle.
- Deactivated numbers can be retained for up to three years, subject to annual biometric verification.
- If not reassigned within three years, the number will be cancelled, and the registration copy, smart card, and plates must be returned to the Excise department.
