Nonetheless a question still lingers in every bank, telecom franchise, and government office, and that is, Is NADRA Digital CNIC a law and acceptable card to use instead of a physical card?

In order to clear the confusion, NADRA has made a harsh clarification. This is all you should know about the legal status of Digital CNIC and what can be done in case the office does not accept it.
The Legal Status of the NADRA Digital CNIC
Based on an official statement by NADRA, the requirement that a physical CNIC be demanded and the Digital ID (or dematerialized CNIC, NICOP or POC) be refused is entirely contrary to the legal framework of Pakistan.
The Digital CNIC legally has full legal status under the NADRA Ordinance 2000 and the recently introduced NADRA Digital Identity Regulations 2025. As a way of implementing this, the authority has drawn attention on two rules:
Regulation 9 (Legal Recognition): According to this regulation, it is clear that a digital identity credential issued by NADRA is legally the same, valid, and evidential value as a physical CNIC.
Regulation 10 (Acceptance of Credentials): This mandates that any public authority, organization, or regulated entity requiring proof of identity must accept the digital credentials issued through NADRA’s official platforms.
Therefore, the Digital CNIC available through the official Pak ID platform is legally equivalent to the physical card and must be accepted everywhere.

Why You Should Use the Digital CNIC
NADRA is highly encouraging the use of dematerialized credentials due to the significant security benefits it offers to citizens:
- Prevents Identity Theft: It drastically reduces the need to hand out physical photocopies of your CNIC, which are often misused by scammers.
- Enhanced Data Protection: Digital IDs strengthen the protection of your sensitive personal data and minimize the risk of your identity information falling into the wrong hands.
What to Do If an Office Refuses Your Digital CNIC?
NADRA has strongly advised all government departments, financial institutions, public authorities, and telecom operators to comply with the law and issue immediate instructions to their field offices to accept the Digital CNIC.
If you present your Digital CNIC via the Pak ID app and a service provider or office refuses to accept it, you do not have to comply with their demand for a physical copy. Instead, NADRA advises citizens to immediately register an official complaint against that branch or office through NADRA’s official complaint channels so that strict legal action can be taken against them.
Is NADRA Digital CNIC legal and equivalent to a physical CNIC?
Yes. According to the NADRA Digital Identity Regulations 2025, the Digital CNIC available on the Pak ID app has the exact same legal status and validity as a physical CNIC.
Can banks or telecom operators refuse the Digital CNIC?
No. Under Regulation 10, all public authorities, financial institutions, and telecom operators are legally bound to accept the Digital CNIC as valid proof of identity.
