The Federal Investigation Agency (FIA) has taken a significant step towards modern, technology-based law enforcement in Pakistan by unveiling a state-of-the-art Artificial Intelligence (AI) system that will enable the agency to locate and track the fugitives in real-time.
The innovation revolves around digitizing the physical copy of the most-wanted suspects known as the Red Book of the agency and thus, a criminal would find it more difficult than ever to avoid being caught by simply changing his or her appearance.
AI-Powered Facial Reconstruction
As stated by the FIA Director General Dr. Usman Anwar, the system works with the help of advanced AI technologies to create updated and modern visual profiles using older pictures of the suspects.
Criminals can now be identified by law enforcers despite having transformed their appearance significantly. The AI is capable of tracking those who are trying to conceal themselves by:
Beard growth, or hair removal.
Getting their head done or altering their hair styles.
Getting old in a natural way.
The officials believe that the facial reconstruction technology will work well in countering one of the most prevalent tricks employed by fugitives to evade the law enforcers and the border guards.

The Digital ‘Red Book’ and Suspect Profiles
Moving away from manual records, the modernized Digital Red Book will now serve as a centralized, highly detailed database. It will be fully accessible online to FIA officials, while a partial version will be made available to the general public to assist in identifying suspects.
Beyond just facial identification, the new digital profiles provide investigators with a comprehensive overview of a suspect’s life and criminal history. The database securely logs the following details:
- Personal Data: CNIC, passport information, and mobile numbers.
- Network: Known family members and criminal associates.
- Identification: Distinguishing physical features or marks.
- Financials: Bank account details.
- Legal Status: Registered FIRs and the current status of ongoing court cases.
FIA Crackdown on Human Trafficking
Although the system is aimed at fighting any form of organized crime, it gives a lot of emphasis on monitoring human smuggling networks.
The Digital Red Book is specifically used to document the modus operandi (method of operation) of human traffickers in terms of their smuggling routes, and their last known locations.
Currently, the database lists 143 suspected human traffickers who are actively wanted in cases registered by the FIA’s anti-human trafficking units across the country. By deploying this AI-powered platform, the FIA aims to significantly dismantle these smuggling rings and bring long-standing fugitives to justice.
