    “Independence Day celebrations in Islamabad this year were supposed to be a celebration of the nation but instead they have sparked a new debate about privilege in government offices,” he said. Within hours of the August 14 event, the image went viral after the Islamabad Chief Commissioner and the city’s police chief arrived in a decorated horse-drawn buggy. Ordinary citizens, who often have difficulty getting a simple form signed at a government office, wondered why officials who are supposed to serve them were riding around like royalty on a national holiday.

    Why So Many Pakistanis Got Riled Over This Bumpy Ride

    To a country where millions still ride overcrowded buses and rickshaws, a ceremonial buggy ride felt like a slap in the face. It was not a solemn state function; social media users called it a wedding baraat. They made bad optics at a time when Pakistanis are already struggling with inflation, high utility bills and harsh taxation measures.

    PM Shehbaz’s Response and Its Significance

    An official directive of the Establishment Division has disclosed that the Prime Minister has taken serious notice and ordered an immediate halt to what he termed a “growing culture” of showmanship among the civil servants. The government has now asked all federal secretaries to bring in simplicity across ministries, departments and autonomous bodies as part of its effort to cut down red tape. This is not the first time that public officials have been criticized for VIP culture, but this directive is seen as one of the clearer written warnings in recent memory.

    A Familiar Pattern of Governance in Pakistan

    This episode is part of a larger conversation in Pakistan about the divide between officials and the people they are supposed to serve. “Directives like these are easy to put out there but hard to enforce without real accountability and monitoring and consequences for officers who don’t follow them.

    Conclusion

    The buggy drama may soon leave the headlines but the underlying frustration with VIP culture in Pakistan will not go away until actions match words. For now, PM Shehbaz’s directive sends a clear message that public office is meant for public service, not personal show.
