The reduction in PTA Tax for older mobile phone handsets has officially been proposed to help consumers and to make digital technology more accessible. The matter came up during a high level briefing with the Senate Standing Committee on Cabinet Secretariat by the minister of Information Technology and Telecommunication, Shaza Fatima Khawaja. The minister announced that the Tax Policy Office will be formally requested to evaluate tax restructuring options for legacy devices.
This policy discussion included senior officials of the Ministry of IT and Telecommunication, Pakistan Telecommunication Authority (PTA) and Federal Board of Revenue (FBR). Customs duties on commercial goods, the increase and decrease of which are under the administrative authority of the Tax Policy Office, Minister Shaza Fatima said. She suggested calling the policy executives to brief lawmakers on practical ways of models of mechanism that would ease the financial burden on the people.
Market Share and Local Production Dynamics
At the legislative hearing, the minister of IT noted a few distinct aspects of India’s mobile device market:
Domestic Dominance: The share of locally produced handsets has reached a staggering 93 per cent in Pakistan’s total mobile devices usage.
Tax Exemption: Mobile phones assembled locally will not be impacted by the high import taxes that are charged on completely built mobile phones.
The growth of the local industrial setups is evident in the imported mobile handsets including only a small percentage in the current market.
Valuation Challenges and Installment Policies
A specific model and internal storage capacity of the smartphone is the main yardstick for calculating import duties, FBR officials said before the parliamentary panel. The challenge in operation from the tax authorities was, however, that the active automated PTA registry system doesn’t yet provide sufficient information on the individual device model, which poses administrative difficulties in the context of assessing a specific device.
Turning to technological adoption, Shaza Fatima said that the current tariff levels on FBR are not affecting the deployment of 5G infrastructure or import of 5G advanced smartphones. She also reported the prime minister’s instructions to the cabinet to expedite the finalization of a consumer policy enabling the citizens to buy mobile devices through easy installments without paying any interest.
