Islamabad Traffic Police (ITP) has simplified the process of obtaining a learner driving permit which used to require visiting an office physically. The new app called the On-line E-Learners Permit allows residents to do the whole procedure at the comfort of their homes. This is one of the steps undertaken by ITP to bring digital convenience and enhance public facilitation.
This online service is time-saving, queue cutting, and transparent in terms of application, which is applicable to you as a student, a working professional or just a learner of how to drive. This is a step by step guide to obtaining your E-Learners Permit online in Islamabad.
Step 1: Visit the Official Portal
Go to the official Islamabad Traffic Police Learner Permit portal:
dlims.islamabadpolice.gov.pk
This is the only authorized platform for applying online.
Step 2: Create Your Account
- Click on the registration option.
- Enter your CNIC number, mobile number, and email address.
- Create a secure password to log in.
You will receive a confirmation code (OTP) on your mobile to verify your account.
Step 3: Fill in the Application Form
- Provide personal details such as name, father’s name, address, and date of birth.
- Select the vehicle type you want a learner’s permit for (car, bike, etc.).
- Upload the required documents (CNIC copy, passport-size photo).
Step 4: Pay the Fee Online
The learner’s permit fee can be paid through:
- JazzCash / Easypaisa
- Debit/Credit Card
- Bank transfer (as per instructions shown on the portal)
Once paid, the system will automatically update your application.
Step 5: Download Your E-Learners Permit
- After successful submission, your E-Learners Permit will be generated.
- Download and print it from the portal.
- This permit is valid for 6 months, during which you can practice driving.
Important Notes
- All instructions are also available on the Islamabad Police Website and their official Facebook page.
- From October 8, 2025, ITP will strictly check licenses. Operating on the road without an appropriate permit or license may lead to fines, arrest or impounding of the vehicle.
- Dedicated service desks are established throughout Islamabad to be serviced by those who wish to receive physical assistance.
Such an initiative signifies the intention of Islamabad Traffic Police to become digital and convenient to the people. The ITP is decreasing paper work, long queues and making everything more transparent by shifting the permit process of the learner to the internet.
