A significant change has been brought by the Punjab Public Service Commission (PPSC) in its calculation of merit in the selection of civil servants. From January 1, 2026, academic marks will be excluded in the final merit score. Rather, the merit of a candidate will be only based on their performance during the written examination and interview.
This transformation would be a step towards making the recruitment process more fair, transparent, and, most importantly, fully merit-based without any discrimination between the candidates.
The members of the previous PPSC, senior civil servants, educationists, and professionals have highly commended this reform, terming it as one of the most progressive in the history of the commission.
In the past, the disparities between grading systems within schools and universities had caused inequalities. Applicants of certain institutions were at an advantaged position because of their better academic grades whereas well qualified applicants of other institutions were disadvantaged.
PPSC New Merit Formula
The new system eliminates these gaps, which allow everyone an equal opportunity irrespective of the educational background. One of the senior civil servants said:
This radical step would make sure that candidates would be judged based on their competence, performance, and analytical skills, rather than academic differences.
The change has been embraced by education professionals, physicians, and professors as well. They state that it not only correlates the recruitment process of PPSC with international standards but also enhances the confidence of the population and offers all applicants a similar playing field.
This is viewed by the observers as a turning point of the PPSC, as it is dedicated to integrity, modern governance, and continuous improvement of the institution. As PPSC only looks at the exam and interview results, this approach would help to select the most deserving candidates and avoid any possible prejudice due to variations in academic grading.
Briefly, this is a victory of meritocracy as recruitment of the civil servants in Punjab will be more transparent, just and professional than ever before.
