The National Assembly Standing Committee on Poverty Alleviation and Social Safety has asked authorities to speed up the digital banking pilot project for Benazir Income Support Programme (BISP) payments. The project is set to begin by the end of July with bank account openings starting from August 15.
The main goal is to reduce human involvement in BISP cash disbursements. It will also help to make the process more transparent, respectful and efficient for the beneficiaries.
Members noted that using digital solutions can help protect the dignity of recipients during its 10th meeting at the Parliament House.

The State Bank of Pakistan (SBP) assured the committee that most of the technical systems are ready and approvals are nearly complete. The pilot will first roll out in seven districts including Muzaffargarh. Key features include biometric verification, geotagged banking services, and simplified account opening procedures.
Debit cards will only be issued to beneficiaries if fingerprint authentication fails. The SBP plans to expand ATM availability, introduce digital wallets and manage payment schedules to avoid overcrowding.
Testing is also ongoing for two factor authentication and full system integration. A six-month pilot review will help decide whether to expand the program nationwide.
The committee also suggested linking mobile data systems with the Pakistan Telecommunication Authority (PTA) to improve biometric accuracy.
Regarding staffing, BISP shared that out of 3,486 approved positions, only 2,347 are filled. Lawmakers noted that too much reliance on deputation staff increases costs and weakens the program’s strength. However, the Finance Division clarified that hiring is limited by IMF agreements and must follow Cabinet and Establishment Division policies.
The committee supported moving BISP offices to underserved regions like Munda and Balambat to improve services in those communities.
All members agreed to fast track the digital banking system for BISP payments at the end of the meeting.
