The Priority Sectors Finance Scheme has been pushed to the top of the federal economic agenda and Prime Minister Shehbaz Sharif has given instructions for an overall expansion of credit facilities for the small businesses, builders and farmers. The top official of the government said that promoting small and medium enterprises (SMEs), improving the agriculture sector in rural areas and championing affordable housing initiatives are key areas for job generation among the youth. To ensure compliance, the Prime Minister clearly instructed the State Bank of Pakistan (SBP) and the Ministry of Finance to take recourse in penalizing the commercial banking entities who would be being lenient or causing any delays in loan allocation under these state initiatives.
Multi-Trillion Credit Injections and Aggressive 2027 Targets
Official statistical reports presented during the high-level session revealed massive existing financial deployments alongside aggressive upcoming funding targets. SBP data confirms that agricultural financing has already crossed a monumental Rs. 1,329 billion, supporting nearly 3.5 million rural citizens. Concurrently, credit lines extended to the SME sector stand at Rs. 1,148 billion, providing working capital to 342,458 registered businesses.
To maintain this upward economic trajectory, the federal administration has instituted a series of major financial benchmarks:
Enhanced Funding Ceilings: Credit targets for both the agricultural and SME sectors are mandated to hit a minimum of Rs. 1,500 billion each by the close of fiscal year 2027.
Apna Ghar Programme Momentum: The specialized housing initiative has approved Rs. 511 billion across 86,899 applications, with Rs. 91 billion already disbursed directly to 15,584 families.
Macro Housing Finance: Total national housing credit portfolios have touched Rs. 455 billion, extending long-term mortgage benefits to 187,317 distinct borrowers.
Digital Onboarding via SBP SME Connect and Risk Sharing
The central bank is stepping up to modernise the acquisition market for loans in three main administrative areas, namely updating outdated regulations, creating credit guarantees supported by the government, and increasing the number of channels through which digital loans can be issued. Consequently, the state has now launched the dedicated digital portal for SMEs (smeconnect.sbp.org.pk) to upload digital loan files, and monitor the speed of processing in real time.
Furthermore, the Prime Minister tasked the SBP and the Federal Board of Revenue (FBR) with executing a joint strategy to simplify tax compliance structures for exporters and small retailers. By establishing structured risk-sharing and credit guarantee facilities, the state intends to absorb potential defaults, giving commercial lenders the financial cushion needed to safely lower documentation requirements and fast-track credit delivery to underserved market segments.
