Foreign Minister Sheikh Jarrah Jaber Al-Ahmad Al-Sabah of Kuwait has come to Pakistan on a two-day official visit to broaden defence and economic cooperation between the two countries. It is a high-level visit, which is scheduled to be held from July 28-29, 2026, on the invitation of the Deputy Prime Minister and Foreign Minister of Pakistan, Mohammad Ishaq Dar. This diplomatic engagement follows critical geopolitical shifts in the Gulf region and an identical momentum in defense-sharing agreements between South Asian and Middle Eastern states.

The Kuwaiti Foreign Minister will have delegation level discussions with his Pakistani counterpart Ishaq Dar, according to the statements by Pakistan’s Foreign Office (FO). The talks are designed to discuss all aspects of bilateral ties. Leaders from both sides will discuss important regional and international developments, including stability in the Middle East. Sheikh Jarrah Jaber Al-Ahmad Al-Sabah will also visit Pakistan and make courtesy calls on the country’s top leadership, including Prime Minister and President, apart from formal talks at his level with them.

Ratification of the 5-Year Defense Cooperation Pact

A major backdrop to this historic visit is Kuwait’s formal ratification of a comprehensive defense cooperation agreement with Pakistan. Originally signed in June 2023, the five-year pact was officially published via a decree-law in Kuwait’s official gazette, Kuwait Al-Youm.

The ratified framework solidifies institutional military partnerships and expands specific avenues of collaboration:

Military Training & Education: Establishing joint training programs and academic exchanges for personnel.

Intelligence Sharing: Enhancing the flow of strategic and counter-terrorism intelligence.

Logistics & Technology: Exchanging technical expertise, research developments, and hardware maintenance capabilities.

Joint Military Committee: A specialized committee composed of representatives from both Ministries of Defense will meet annually to manage executive operational programs.

This security shield aligns with Kuwait’s recent efforts to diversify its alliance network amidst volatile regional dynamics and ongoing tensions in the Gulf.

    Strategic Energy and Investment Talks

Beyond military frameworks, the visit is heavily geared toward addressing economic vulnerabilities. Reports indicate that Pakistan and Kuwait are actively exploring early-stage negotiations for an expanded defense pact that trades security expertise for financial and resources support.

Pakistan is heavily prioritizing cooperation on long-term energy security. Officials are discussing the viability of bonded fuel storage facilities and building upon existing government-to-government diesel supply agreements. In return, Kuwait benefits from Pakistan’s substantial military capabilities, indigenous fighter jet production, and defense infrastructure. The trip is also expected to ease pathways for corporate investments  under Pakistan’s specialized investment frameworks, maximizing mutual trade and employment opportunities for the Pakistani workforce in the Gulf.
