Prime Minister Muhammad Shehbaz Sharif has directed the federal authorities to expedite the process of development of the ‘Apna Ghar Scheme‘ to solve the housing challenge for the poor masses. The Prime Minister said that giving shelter to the common man at affordable prices continues to be a fundamental part of the socio-economic relief agenda of the federal government and he chaired a high-profile review meeting in Islamabad to this effect. He reiterated that the state-subsidized housing initiative was conceptualized specifically to transition non-owning families into secure homeowners.
Integrated Horizontal and Vertical Development Models
Urban planners were tasked by Prime Minister Shehbaz Sharif to come up with a dual strategy consisting of vertical and horizontal architectural designs to optimize land use and minimize per-unit construction costs. The horizontal design will be for the structural plots and for small homes in the suburbs, while the vertical blueprint will be for high-rise multi-storey apartment buildings in metropolitan areas where the land is very limited.
The PM explicitly stated that anything less than high quality of building materials and infrastructure standards would not be acceptable. He ordered the creation of a centralized project management unit to monitor development timelines and ensure transparent structural audits across all designated housing sites.
Mandatory Housing Finance Portfolios for Commercial Banks
Recognizing that sustainable real estate growth depends heavily on credit accessibility, the Prime Minister called upon both public and private sector commercial banks to maximize their housing finance portfolios. He directed the State Bank of Pakistan (SBP) to collaborate with commercial financial institutions to simplify the mortgage application process, making it highly accessible for salaried individuals, daily wage workers, and low-income applicants.
According to the Prime Minister, commercial banks must actively lower procedural barriers, as the core long-term success of the affordable housing network hinges entirely on providing smooth, low-interest credit facilities to marginalized socio-economic classes.

Financial Disbursements and Credit Approvals Progress
During the executive briefing, senior financial officials presented statistical data outlining institutional credit pipelines and active capital deployments allocated for the affordable housing framework.
The verified financial milestones compiled by the housing committee include:
Approved Credit Portfolios: Commercial banking channels have formally processed and approved an aggregate total of Rs. 204 billion in credit financing for applicants.
Completed Capital Disbursals: Out of the approved volume, Rs. 27 billion has been successfully disbursed to builders and eligible individual borrowers to initiate property acquisitions.
Operational Acceleration: Financial institutions have been instructed to eliminate bureaucratic red tape to speed up the rollout of the remaining Rs. 177 billion in approved credit lines.
This government-backed structural push is expected to provide a major stimulus to Pakistan’s construction sector, generating thousands of downstream employment opportunities while bridging the country’s multi-million-unit housing deficit.
