The new policy model, rolled out under SECP Chairman Dr. Kabir Ahmed Sidhu, transforms traditional access boundaries by standardizing an institutional gateway for investor account digital on-boarding. By utilizing web-integrated processing networks, international and domestic stock market clients can safely open trading profiles without facing manual or physical documentation queues.
API-Integrated Data Chains and Fast-Track Account Activation
The updated regulatory manual establishes a structural data-sharing bridge between central tracking networks. This includes the Central Depositary Company (CDC), the National Clearing Company of Pakistan Limited (NCCPL), the Centralized KYC Organization (CKO), and licensed asset management firms (AMCs).
The specialized automated system introduces highly streamlined transaction properties:
Instant Identity Verification: Utilizing backend Application Programming Interfaces (APIs) linked with the National Database and Registration Authority (NADRA) to instantaneously scan user credentials and issue Unique Identification Numbers (UINs).
Synchronized Account Binding: As soon as an applicant completes their cloud application, the system automatically creates and binds their CDC sub-account with their respective securities trading desktop.
The Single-Day Processing Target: Under the state directive, entry-level “Sahulat” accounts must be processed and fully operational within one business day, while standard accounts are capped at a maximum 48-hour activation window.

Eliminating Cross-Verification Deficits to Target the Youth Base
The most significant structural improvement within this newly issued digital framework is the total elimination of repetitive customer verification barriers. Under the new operational manual, if an investor has already completed biometric scans or verified their data profile with a regulated commercial bank, a microfinance provider, or the State Bank of Pakistan’s Roshan Digital Account (RDA) portal, all third-party brokerage terminals are legally mandated to accept that existing validation data. This completely ends the requirement to ask clients for redundant manual document uploads.
Through this automated deployment, the SECP targets a substantial scaling of the national retail base, aiming to hit a long-term metric of 2.5 million active accounts, focusing heavily on Pakistan’s digitally literate youth demographic. Every profile applicant will receive a discrete tracking identifier. If an application is formally rejected by the central engine, the compliance rules legally bind the receiving intermediary to provide the client with specific technical and written justification.
Three-Month Integration Mandate for Local Intermediaries
The central regulator has issued a firm three-month integration deadline to all operating securities brokers, futures dealers, and investment advisors to upgrade their localized user interfaces, software packages, and registration forms to link directly with the Centralized Gateway Portal (CGP). This definitive shift is set to accelerate capital accessibility across the Pakistan Stock Exchange (PSX), stabilizing market volumes while ensuring top-tier cryptographic security across international trade borders.
