    Pakistan Seeks Bigger ADB Loan Package to Speed Up $10 Billion ML-1 Railway Project

    Anyone who has traveled by train in Pakistan knows the system needs work. Old tracks, slow speeds, and frequent delays have been part of the journey for years. That is why the latest round of talks around the ML-1 railway project matters so much. Pakistani officials sat down with an ADB delegation in Islamabad this week to push for more funding on this 1,670 kilometer corridor, and the outcome could shape rail travel and trade for a long time.

    What Is the ML-1 Railway Project

    ML-1, short for Main Line 1, is the country’s busiest rail route, running from Karachi up through Rohri and Lahore all the way to Peshawar. Large parts of this track date back decades and were never designed for the traffic they carry today. The $10 billion plan is meant to fix that by upgrading signals, tracks, and stations along the whole stretch. Work has already started on the Karachi to Rohri section, backed by $2 billion in ADB financing.

    Why Pakistan Wants More Money From the ADB

    Economic Affairs Minister Ahad Khan Cheema and Finance Minister Muhammad Aurangzeb met the ADB team to discuss expanding support under a five year partnership deal covering 2026 to 2030. The Ministry of Finance is also involved in shaping how this next phase of funding gets structured. Rather than relying only on fresh loans, Pakistan is looking at a few different routes:

    • Loan guarantees that ease pressure on the country’s debt
    • Bringing in private investors through public-private partnerships
    • Panda bond guarantees to tap Chinese capital markets
    • Reforming Pakistan Railways so projects run more smoothly

    How This Affects People on the Ground

    A better railway line usually means lower shipping costs between Karachi’s port and cities up north, and that can eventually bring prices down on everyday goods. Construction work also creates jobs, and small towns along the corridor benefit from cheaper, faster travel instead of relying on costly bus rides. The ADB pointed to progress tracked by the State Bank of Pakistan on the country’s credit rating as one reason it feels more confident about backing these plans.
