The official digitization of the channels for Pesticide Dealer License registration has been made and is now open, as announced by the Punjab Agriculture Department. The provincial government is aggressively encouraging applications for new commercial distribution licenses and formal renewal of legacy licenses using electronic means. The move is part of the government’s “Ease of Doing Business” master plan to simplify corporate compliance, reduce the sale of adulterated agrochemicals to farmers and encourage commercial retailing of the products under Pakistan’s critical agricultural regime.
Online Registration Framework via the eBiz Portal
The business operators looking to register their business or existing distributors need to fill in their detailed digital profile via the centralized Punjab eBiz portal within the narrow deadline of November 5, 2026. The online process is simple and efficient, removing the need for manual paperwork and making the corporate registration process easier.
For it to be successful, an individual must then carry out the following series of activities:
Online Portal Registration: Visit the official website of the Punjab eBiz for the online portal registration. Register as a verified corporate user in the site with a valid mobile number and email or, if already registered, log in with your account.
Module Selection: Go to the Agriculture Department specialized services tab from the main dashboard, and choose a dedicated module for pesticide dealer licensing and training that is required.
Information Logging: Enter your 13-digit Computerized National Identity Card (CNIC) number, enterprise name, tax registration information and precise geographic/municipal coordinates of your enterprise premises.
Attach Document: Scan and upload the necessary supporting evidence that has been verified. This document contains your educational records from all of your courses for the past 10 years, recent passport size photos, lease agreements or ownership deeds for the retail outlet/warehouse and a copy of your previous expiring permit if you are applying for a permit renewal.
Mandatory Technical Training and Graduate Exemptions
It is a legal requirement to pass a specific technical training module to ensure that biological safety, environmental security and quality control measures are maintained throughout the chemical supply chain in the country. Preparatory courses teach dealers about normal storage safety measures, chemical toxicity levels, shelf-life management and environmental hazards.
There is one big exception to the above policy framework, however:
Agricultural Graduate Exemption: Those with at least a 4-year degree in Agriculture will be exempted. Students from accredited universities recognised by the Higher Education Commission (HEC) with a degree in Agriculture do not have to attend the preparatory training sessions.
Fast-Track Processing: They are qualified professionals and can skip the classroom schedule and move directly toward the end of the portal’s licensing compliance process without having to go back to the classroom, but still meet all documentation requirements.
Official Provincial Training Schedule 2026
The Punjab Agriculture Department will organize location-wise and synchronized educational sessions at the district and tehsil levels for all the non-exempt applicants after the registration period ends.
The completed corporate training time lines are organised as follows:
New License Training Phase: November 6-12, 2026 (ongoing).
License Renewal Training Phase: Designed for current dealers who would like to renew their licence for commercial purposes, November 6 to November 8 2026.
Candidates are required to ensure that they check the venue of their physical workshops, seating allotment and lecture timings on their registered eBiz dashboards or make direct physical contact with their local agricultural extension directorates before November 6 before the applications are canceled.
