The Higher Education Commission (HEC) of Pakistan continues to strive for high standards in academic research and innovation in the country’s higher education institutions. In this capacity, HEC has been releasing its performance evaluation report for the “Offices of Research, Innovation, and Commercialization” (ORIC) on a regular basis. HEC ORIC Rankings Pakistan has assessed 95 Public and Private Sector Universities. The main goal of the ranking system is to evaluate the performance of universities in turning academic ideas into commercial products that are marketable.
The Ranking Framework and Key Performance Indicators (KPIs)
As per official ORIC policy the institutions are assessed on a point-based scoring, and they are categorized into four performance bands: W, X, Y and Z. Four main parameters are used for the evaluation:
Research Excellence: Excellence of Faculty publications in International high impact journals.
Innovation & Commercialization: Number of intellectual property filed and commercialized.
Sustainability & Operations: HR skills, budget management and operational efficiency of the ORIC office.
Industrial Linkages: Joint ventures, corporate contracts and external funding obtained from industry linkages.
The new evaluation, which received a score of 95 from higher education institutions, found an extremely strict selection process, with only seven out of the 95 universities getting the top classification ‘W’ Category. Top Performing Universities and Category Breakdown
The University of Lahore showed outstanding performance and rose to the top 3 in the country and earned the prestigious ‘W’ Category in the private sector. The Human Resources and the Commercialization scores were 100% and 83.33%, respectively with no mistakes.
At the same time, public sector institutions such as University of Agriculture Faisalabad and NED University of Engineering and Technology, Karachi, remained in the top two for engineering and agricultural sciences respectively in the ‘W’ category.
The Pakistan Institute of Development Economics (PIDE), Islamabad, made some outstanding performance, with a 15.5 point increase to secure the 15th rank in the ‘X’ category. The University of the Punjab had an excellent standing in the ‘X’ Category as well because of its high research patent generation and National Conferences.

Socio-Economic Impact of ORIC Rankings
The HEC ORIC Rankings Pakistan is more than just a statistical list; it serves as a roadmap to transform Pakistan into a knowledge-based economy. According to data tracked by the Ministry of Federal Education and Professional Training, aligning university research with local industrial problems directly reduces national import reliance and builds homegrown tech ecosystems. High-performing ORIC offices receive enhanced funding allocations and priority access to international research grants from the federal government.
HEC’s validation report reveals that the positive attitude is reflected in the innovation dimension, but only 7 of 95 universities received the highest status, indicating that many institutions still have a long way to go to make the leap from academia to corporate industries. When considering which university to pursue a higher degree in, it is essential for students and researchers to check out a university’s official ORIC ranking status.
