Learner Driving Permit (or Learner License) is the first and the compulsory stage towards a legally driving motor vehicle. The process, which is issued by the Traffic Police under the Driving License Issuance Management System (DLIMS), has been highly streamlined to enable a fast and even immediate online application.
This permit is valid for six months and enables you to drive under the guidance of a regular license holder. At least 42 days after getting the Learner Permit, you should apply to get the full regular driving license.

In either case, the following are the basic documents required:
Original Computerized National Identity Card (CNIC) and a clear scanned copy / picture of the front and the reverse side.
Most Recent Picture (In front, sharp, white background to be used on the internet).
Medical Certificate:This certificate is required to the applicants aged 50 years and above, or when the applicant applies to obtain a Commercial License.
Fee: PKR 500 per vehicle category in case of online application.
First method: Online Application
The simplest and the most rapid method of obtaining your Learner Permit is through the official DLIMS online portal:
Click on the Portal: dlims.punjab.gov.pk.
Click on the Register option and make a new account using your CNIC, name and phone number.
Click, under the section of license, on the drop down Apply for New Learner.
Fill your personal information (Citizen Profile) correctly.
Enter the type of vehicle that you wish to be permitted (e.g. Motorcycle, Motor Car). It has several categories to choose from.
Upload your documents, having your picture and scanned versions of your CNIC (front and back).
Upload the Medical Certificate if required.
Generate PSID and Pay: The system will generate a Payment Slip Identification (PSID). Pay the application fee (PKR 500 per category) using this PSID through ATM, Online Banking, or Mobile Banking.
Download Permit: After successful payment, the Learner Permit is often instantly issued and available for downloading and printing from your DLIMS account.
Method 2: Offline Application (In-Person)
You can still apply in person at any designated center across Punjab:
Visit a Center: Go to your nearest Police Khidmat Markaz (PKM) or the relevant Driving License Office.
Pay Fee
Submit Application: Submit your completed form, required documents (Original CNIC, copy, and medical certificate if applicable), and the fee ticket to the counter.
Issuance: The Learner Permit is typically issued on the spot and delivered to you by hand.
Validity of the Permit
The Learner Permit is valid for six months. You must wait at least 42 days from the date of issuance before you become eligible to apply for the full, Regular Driving License.
