An official Senate committee approved a government bill that will provide the National Database and Registration Authority (NADRA) the right to temporarily impound Computerized National Identity Cards (CNICs) for up to two months. The new directive, in particular, involves the possibility to block the cards of the possible illegal immigrants.
On Thursday, the Senate Standing Committee on Interior voted in favor of the National Database and Registration Authority (Amendment) Bill, 2026. These legislative changes according to the officials are an important move in streamlining NADRA legal framework to the national security needs of Pakistan at the time of its ever-changing requirements.
Strengthening National Security
In the committee briefing, the authorities emphasized that the CNIC is a very important national security tool. They cautioned that overuse of such identity cards is a great source of threat to the inner security, threat to the destabilization of the national economy and eventually undermined the international status of Pakistan.
Faster Action Against Suspects and Absconders
NADRA is currently experiencing legal challenges in responding within the hour since the currently existing law is silent on the issue of temporary impoundment of identity cards. With the new amendments, NADRA will obtain the legal support of blockage of CNICs provisionally during an official verification procedure.
Officials justified that the powers are indeed necessary to ensure that absconders and criminal suspects are not allowed to use the legitimate CNICs to access important facilities- like banking services and telecommunication networks- as they take an active role in avoiding prosecution.
To review the issues regarding the abuse of power, the officials promised the committee that these provisional blocks will be:
Time: Restricted not exceeding two months.
Under Due Process: A written notice and a chance to respond officially will be granted to the individuals.
Regulated: Every administrative operation will be done according to strictly established schedules.

Addressing Concerns Over CNIC Misuse
During the session, the committee members also expressed great concerns on identity fraud. Legislators raised concerns that certain Afghan citizens now hold legitimate Pakistani CNICs, and vice versa, when there are certain real Pakistani citizens who have had their cards denied because of suspicion that they may be of Afghanistan origin.
In its turn, the committee chairman ordered the corresponding authorities to investigate these discrepancies in detail and address the problem as soon as possible.
NACTA Briefs Committee on Counter-Extremism
There was also a thorough briefing by the National Counter Terrorism Authority (NACTA) on its current attempt to counter the discourse of extremists in the nation.
According to the NACTA officials, the authority has left the passive monitoring and active, intelligence-led approach. This involves:
Proactively investigation of extremist contents.
Creating powerful counter-narratives that are shared through articles, videos, and lectures to the people.
Interacting with civil society groups.
Initiating campaigns in the schools and universities to enhance constitutional values and resiliency in the children.
Besides the NADRA amendments, the Pakistan Penal Code (Amendment) Bill, 2026 passed unanimously by the Senate committee became an important day in terms of legislation changes on national security.
What new power does the Senate committee bill grant to NADRA?
The newly approved bill allows NADRA to provisionally impound or block Computerized National Identity Cards (CNICs) for a period of up to two months. This is particularly aimed at suspected illegal immigrants and individuals evading the law.
Why was this NADRA amendment bill proposed?
Officials stated that these legislative changes are necessary to align NADRA’s legal framework with Pakistan’s evolving national security requirements and to prevent the misuse of CNICs by criminal suspects to access banking and telecom services.
Will individuals get a chance to respond if their CNIC is blocked?
Yes, authorities assured the committee that the temporary block will be subject to due process. Affected individuals will be issued a written notice and given a proper opportunity to respond before any final administrative action is taken.
What other issues were discussed during the Senate committee meeting?
The committee addressed concerns regarding Afghan nationals allegedly holding authentic Pakistani CNICs, as well as the wrongful blocking of genuine citizens’ cards. Additionally, NACTA briefed lawmakers on their ongoing intelligence-led efforts to counter extremist narratives.
