It is very important to transfer the ownership to the new owner name when you are buying or selling a used car in Pakistan . This process is done through the Excise and Taxation Department of your respective province.

Why is Car Ownership Transfer Important?
If you don’t transfer the car ownership:
- You can get fines or legal notices
- Old owner may get challans or tax notices even after selling the car
- Insurance claims may be rejected
Documents Required for Car Ownership Transfer
Here are the documents you need from both the seller and the buyer:
From Seller:
- Original Registration Book or Smart Card
- Copy of CNIC (Computerized National Identity Card)
- Sale Agreement or Affidavit
- NOC (if the car is leased or financed)
- Original file (if available)
From Buyer:
- Copy of CNIC
- 2 Passport-size Photos
- Application form for transfer
- Pay order or deposit slip of transfer fee
- Vehicle Inspection Report (if needed)
Process to Transfer Car Ownership
1. Visit the Excise Office
The buyer and seller (or their authorized representatives) should visit the Excise and Taxation Office of the same province where the car is registered.
2. Submit Documents
Submit the documents listed above. In some provinces, a thumb verification or biometric verification is also done.
3. Pay the Transfer Fee
The fee depends on the engine size (cc) and the province. You can pay:
- At the Excise Office counter
- Through online banking or ePay Punjab App (in Punjab)
4. Vehicle Inspection
Some Excise offices do a brief inspection of the car to verify its chassis and engine number.
5. Get Receipt & Tracking Number
After submission, you’ll get a receipt or a token number. You can use it to track your application.
6. Receive Updated Registration Card
Once the transfer is complete, the new registration smart card will be issued in the name of the buyer. You may receive it:
- By post (in some cases)
- From the Excise Office

Punjab government offers online vehicle transfer through the ePay App and Excise website:
- Go to: https://mtmis.excise.punjab.gov.pk
- Login or register
- Select Transfer Vehicle
- Upload documents
- Pay fee online
- Wait for biometric verification
- Smart Card is delivered after approval
Important Things to Remember while Transferring Car Ownership
Always do biometric verification (buyer & seller both) to avoid fraud
Never leave the car registered in someone else’s name
