    Naqvi Suggests Public Referendum on New Provinces Issue: What It Means for Pakistan

    The idea of new provinces in Pakistan is no longer the concern of politicians sitting in Islamabad. Interior Minister Mohsin Naqvi recently said that this decision should not be forced from the top. Instead, he proposed the notion of a public referendum where the common man and woman get to vote yes or no. This matters to every household in the land from Karachi to Peshawar in a country where administrative boundaries decide jobs, resources and local representation.

    Why the debate over new provinces matters

    Pakistan’s current provincial arrangement was mapped out decades ago. Since then, population growth, rapid urban sprawl and repeated calls for better local governance have made many question whether the existing structure still meets present-day needs. In some areas there is a physical and political sense of distance from the provincial center.

    What a Referendum Means in Practice for Citizens

    A referendum is a vote in which all eligible voters can participate in voting on a single issue. The Constitution of Pakistan permits putting issues of national importance to people if approved by a joint sitting of Parliament. This is different from a general election in that this is about one issue (as opposed to electing a representative to speak for you).

    Partisan political responses

    Not everyone was on board. The Pakistan Peoples Party (PPP) has publicly opposed the splitting of new provinces out of Sindh, expressing concerns that it could weaken the existing political structures there. Other parties appear more open but are demanding a wider national debate before making any decisions. It is this mixed response that led Naqvi to call for dialogue in the first place.

    What This Means For The Average Pakistani

    •Improved access to local government offices in remote districts.

    •Possible changes in the allocation of resources and development funds.

    •New administrative positions in newly created units.

    •Emerging questions regarding language, culture and local identity.

    •Long-term changes to provincial representation and assembly seats.

    Checklist: Staying the Course as a Citizen

    •Check trusted local news outlets for updates on the debate.

    •Attend or watch public dialogue sessions if they are held in your city.

    •Find out what Article 48(6) permits in terms of national referendums.

    •Find out where your local representative stands on this issue.

    •Do not spread unverified claims circulating in social media groups.

    Conclusions

    Naqvi’s suggestion shifts an important decision back to where it belongs: with the people. New provinces may or may not be created eventually, but the process needs open debate, constitutional backing, and genuine public input, not political point-scoring. The best way for the average Pakistani to make sure that any future change truly helps local communities is to stay informed and ask questions.
