Rawalpindi has finally come up with its much-awaited e-challan system finally and that has become a new milestone in ensuring a better traffic control and safety of its population. The system became operational on Friday and will start administering electronic fines on traffic offenders starting Saturday.
According to officials from the Safe City Project, the new setup uses the network of high-resolution CCTV cameras installed across the city. These cameras will automatically detect traffic violations and send a fine directly to the vehicle owner’s home address.
A senior Safe City officer explained that the e-challans will be issued for violations such as:
- Jumping a red signal
- Riding a motorcycle without a helmet
- Driving without wearing a seatbelt
- Using illegal or non-standard number plates
- Lane violations
- Using a mobile phone while driving
Once a camera spots a violation, AI software identifies the vehicle, verifies the number plate, and generates the fine without any manual involvement.
In Rawalpindi, more than 2000 surveillance cameras are installed in 359 locations. These are fitted on fifteen major entry and exit points. These are cameras that capture the traffic flow 24 hours and transmit the information to the Safe City Command and Control Centre.
In case of violation of any traffic regulation, the system records a clear image of the situation and e-challan containing the image and an exclusive code is sent to the car owner. The fine has to be paid within the specified period.
Officials say the new e-challan mechanism will:
- Help manage traffic more effectively
- Reduce the number of violations
- Improve road safety
- Assist police in monitoring busy roads
- Provide real-time data for quick response during incidents
The Safe City cameras are also being used for general surveillance, monitoring public areas, and evaluating traffic police performance.
The implementation of the e-challan system can be regarded as a significant step towards the use of contemporary traffic control in Rawalpindi. Having automated checks and prompt response to any breaches, the authorities are in the process of ensuring that roads within the city are smoother, safer and more disciplined to all commuters.
