The Government of Punjab has given a new look to the career structure of its Traffic Police by officially introducing the new post of Junior Traffic Warden for the first time. The decision comes after years of complaints by traffic personnel from the lower ranks who have been complaining of promotion stalling and approved by the Chief Minister, Maryam Nawaz Sharif, and executed by Inspector General of Police (IGP) Punjab Dr. Usman Anwar. It provides a clear, expedient department career path progression plan.
The promotion system used to be mainly concerned with the promotion of higher ranking officers from Traffic Warden (BS-14) to Senior Traffic Warden (BS-16) and Traffic Officer (BS-17). This new initiative will help to directly bridge that gap for the field level traffic assistants, where they much deservedly get career advancement and their pay scale improves.
Junior Traffic Warden New Career Structure and Pay Scales
The new rank of Junior Traffic Warden greatly enhances the professionalism and compensation of entry-level officers:
Previously, Grade Upgrade (BS-09) Traffic Assistants have been promoted to the newly created rank of Junior Traffic Warden (BS-11).
The first phase of implementation has selected 164 Senior Traffic Assistants as formal Senior Traffic Assistants, through merit and seniority.
These officers have been sent to the Police Training College (PTC) Sihala for an advanced, specialized course of training to prepare them for their new roles. Once qualified, they will be placed in urban traffic management in big cities of Punjab.
Junior Traffic Warden Promotion Criteria and Recruitment Methodology
To maintain absolute transparency and meritocracy, the Punjab Home Department and the Punjab Public Service Commission (PPSC) have laid down a structured formula for promotions and direct inductions. The seats for Junior Traffic Warden are distributed via a balanced quota system:
1. Seniority-cum-Fitness (Departmental Promotion)
Existing Traffic Assistants are eligible for promotion to Junior Traffic Warden if they meet the fundamental benchmarks. They must possess at least a Second Division Bachelor’s degree from an Higher Education Commission (HEC) recognized university, maintain an exemplary, clean service record free of major disciplinary inquiries, and successfully pass the mandatory departmental promotion course.
2. Accelerated Promotion Via PPSC
For fast-track service progression and direct-quota inductions, candidates must pass a rigorous screening process conducted by the Punjab Public Service Commission (PPSC). This includes a comprehensive written examination, a physical standard test, and a psychological assessment.
PPSC Written Exam Syllabus and Physical Standards
The written examination for the Junior Traffic Warden post comprises a single paper of 100 marks with Multiple Choice Questions (MCQs), structured around the following core areas:

In addition to the written test, all aspiring candidates must hold a valid LTV (Light Transport Vehicle) or motor car/motorcycle driving license. The physical requirements are strictly enforced as follows:
For Male Candidates: Minimum height of 5 feet 7 inches (5′ 7″) and a chest measurement of 33 x 34.5 inches.
For Female Candidates: Minimum height of 5 feet 2 inches (5′ 2″) with a visual acuity standard of 6/6 with or without glasses.
Impact of This Historic Reform
The introduction of the Junior Traffic Warden cadre is expected to significantly boost the morale of the Punjab Police force. The government is creating a more motivated, disciplined and professionally trained traffic management workforce by opening new promotion avenues. This systemical change will eventually lead to improved traffic management, minimize crashes on roads and improve road safety in the Province.
