Obtaining a driver’s permit in Punjab has become a completely online and painless process. With the help of the Punjab Information Technology Board (PITB) and Punjab Traffic Police, citizens can now apply for driving licenses from their own home. In this way, digital applications are incorporated into the e-governance ecosystem of Punjab creating a network called the flagship “Dastak App” which will eliminate long queues at licensing centers.

Step-by-Step Online Application Process

So here are the instructions of how to apply for an e-Learner license from the official portal: 

Create Account: Go to the DLIMS 2.0 Registration Page and sign up with your full name, CNIC number, email address, phone number, gender and secure password. 

User Login: Go to DLIMS 2.0 login page and enter the details accordingly to reach your personal-based applicant dashboard. Profile: Go to the “License” menu, select “Learner License“. Enter personal profile parameters word by word as they appear in the National Identity Card.

Upload Documents: Upload your documents (all files should be in JPEG or PNG formats and not larger than 500 KB):

• A recent passport-size photograph with a clear, solid background.
• Scanned copy or clear phone picture of CNIC Front.
• Scanned copy or clear phone picture of CNIC Back.
• Note: A scanned Medical Certificate signed by a registered government doctor is mandatory only if your age is above 50 years.

Select Categories: Check the boxes for the vehicle categories you want to drive (e.g., Motorcycle, Car/Jeep, LTV).

PSID Fee Payment & e-License Download Guide

Once you submit your application form, the system instantly generates a unique 17-digit Payment Slip ID (PSID) on your screen. The regulatory learner processing fee stands at 500 PKR per selected vehicle category.

You can clear your dues instantly using the 17-digit PSID via any integrated online banking channel.

As soon as the payment status updates to “Paid”, log back into your DLIMS Account Dashboard under the application status tab to view, print, or save your valid digital e-Learner License.

Regular Driving License Test Requirements

An online learner permit acts as your temporary practicing permission. To convert this into a permanent, regular driving license, you must appear for a physical evaluation and meet strict testing requirements:

• Minimum 42 Days Wait: Your active learner permit must be held for a minimum of 42 days before you can book or sit the normal driving test. 
• Theoretical Sign Test: Applicants must pass a theory test either by computer or through oral examination. This covers road safety regulations, traffic symbols, and mandatory highway driving laws.
• Practical Driving Field Test: You must physically drive a vehicle on a test track monitored by a traffic officer. The standard field test involves maneuvering the vehicle through tight cones and successfully completing an “L-Shape” reverse track without striking any boundary lines.
• On-Site Verification Documents: When arriving at your designated Police Khidmat Markaz or Traffic Testing Grounds, you must carry your Original CNIC and a physical printed copy of your Learner License.
