The Prime Minister Shehbaz Sharif has given stringent instructions to the Ministerial Staff of Religious Affairs and Interfaith Harmony to complete all structural arrangements for Hajj 2027 in a timely and swift manner, along with the financial and logistical arrangements. The high-level executive order was made at a special briefing in Islamabad where the Federal Minister for Religious Affairs Sardar Muhammad Yousaf urged the Prime Minister to present a detailed readiness report on the first stages of the national Hajj pipeline.
The Prime Minister clearly said that provision of perfect hospitality, comfortable transit corridors and optimized baseline facilities to Pakistani pilgrims is a top priority and unconditional responsibility of the state. During this holy national work, he emphasized, “bureaucratic bottleneck, manual delays or operational oversights” would not be allowed.
Accelerating the 2027 Operational Timeline and Digital Integration
The prime ministerial intervention occurs at a critical juncture as the ministry launches its updated First-Come, First-Served registration portal to manage the standard quota allocations. With Saudi Arabia granting Pakistan a total workforce and pilgrim quota of 179,210 citizens for the upcoming cycle—strategically divided into a 60 percent government-managed track and a 40 percent private group organizer track—the Prime Minister highlighted several time-bound milestones that must be secured immediately:
Early Overseas Procurement: The Ministry has been directed to deploy teams early to finalize reliable contracts with Saudi hospitality networks, securing affordable, close accommodation sectors in Makkah and Madinah.
Aviation Price Control: The government is coordinating with the Ministry of Aviation and national carriers to lock in competitive, inflation-adjusted airfares and structured flight departures.
Biometric Data Alignment: To eliminate human error, the application system is leveraging advanced digital verification, integrating NADRA’s new secure QR code features for seamless citizen processing.

Strengthening Pilgrim Welfare and Medical Support Systems
He directed Sardar Muhammad Yousaf, minister for welfare, to strengthen on-ground welfare facilities to protect the vulnerable and senior pilgrims from harsh weather. This involves the adequate selection of Hajj assistants (Khuddam-ul-Hujjaj) with a clear policy for the selection of these assistants based on their fitness and ethical discipline that must be tested by independent testing bodies such as the Open Testing Service, and that those that are selected must be deployed.
Additionally, a specialized Federal Medical Mission will be organized ahead of schedule to operate active, 24/7 healthcare clinics across the holy sites. The Prime Minister has ordered weekly progress updates to be sent directly to the Prime Minister’s Office to track compliance closely.
