A significant decision by the federal executive branch has taken a step toward a new framework for the One Constitution Avenue Hotel project. Federal Interior Minister Mohsin Naqvi announced a comprehensive plan to bring back the controversial residential building to its originally approved civic purpose in the next few months. The state administration is expediting the transition to be able to meet the commercial hospitality demand of the city.
Federal Cabinet JIT Approval For One Constitution Avenue Hotel Project
The operational change comes after the recent JIT report by the federal cabinet, which recommended an intensive probe into the past violations of regulations by multiple agencies. The special probe, which included members of the National Accountability Bureau (NAB) and intelligence agencies, brought light to the massive bid rigging that had been going on by the previous developers. Accordingly, the government has directed that the company concerned be forthwith blacklisted and stringent legal proceedings be taken against the negligent officers.
The state has authorized the following measures to make the implementation of the new premium resort plan smoother:
Administrative Takeover: The CDA member administration will immediately take over the management of the property.
Global Operator Sourcing: The Ministry of Interior is on the verge of starting direct talks with a top global hotel chain to operate it.
Tight Regulatory Enforcement: Future commercial plots will be auctioned off in an open bidding process under the supervision of accountability judges.
Ensuring Transparent Property Compensation Under The New Action Plan
One of the key elements of the new roadmap is about safeguarding innocent parties that purchased spaces based on the previous fraudulent roadmap. The government has stated that the affected buyers will receive a transparent compensation for their properties.
For genuine buyers, the investor will be able to get back invested amount and interest if agreed on an above KIBOR rate. Moreover, the Capital Development Authority, CDA, has taken up a thorough institutional cleaning movement which involves strict rotation of officers after every two years for an everlasting ban on corporate corruption.
