- Shopping Malls and Mega Supermarkets: All centralized shopping plazas, large-scale commercial malls, and multi-story superstores within the capital territory must shut down indoor retail activities.
- Wholesale and Standard Retail Markets: The 8 PM time is strictly applicable at prominent trade areas, such as Jinnah Super, Super Market, Blue Area commercial strip and Sadar markets.
- Electronics and Apparel Sub-Markets: Clothing retailers, shoe shops, cosmetics stores and consumer electronics supermarkets need to synchronize their operating times with the new guideline.
Special Extensions for Restaurants, Marriage Halls, and Entertainment Hubs
The hospitality, food and leisure industries have been offered a small operational window as opposed to a typical retail business, but strict timelines have been set to ensure the energy conservation targets are met.
Seeing other people: After 10 AM, restaurants, cafes and tea stalls can open until 10 PM. All in and out dining after 10 PM must be completely halted.
Marriage Halls and Event Marquees: The end of all events held at any Marriage Hall or Event Marquee in the Federal Capital at or after 10 PM. High intensity searchlights and decorative lighting should be immediately disconnected after.
Cinema Houses / Theater Halls: Entertainment zones / cinemas must re-configure their screening schedules to eliminate all midnight shows and venues must be completely closed by 10 PM.
The district administration has classified essential services as services that are necessary to maintain the safety of public life, life-saving systems and services, and life support systems, and waived them from the purview of this curfew which means that such services are to be open 24 hours a day.
Explicit exempted categories:
Pharmacies and Specialized Medical Stores: Stand-alone pharmaceutical retailers, internal hospital chemist counters.
Government and Private Healthcare Networks, Emergency Trauma Centers, and Blood Banks: Hospitals, Medical Clinics, and Diagnostics Labs.
Fuel Stations and CNG Hubs: Petroleum fueling stations will continue to operate as they normally do, but they are required to turn off any non-essential digital billboard.
Local bakeries and bread-making tandoors can be allowed to operate with less stringent requirements to meet the immediate food requirements.

The Deputy Commissioner of Islamabad has mobilized all field Assistant Commissioners and District Magistrates to monitor compliance across different sectors. Moving forward, local administrative teams accompanied by law enforcement personnel will patrol commercial sectors starting right at 8 PM.
Any outlet or shopping center found conducting active business past the specified hour will face immediate financial penalties.
