Smart Governance: Key Features of the Unified Digital System
The new platform is a national database that is approved and it is an integrated system of provincial police databases. This integration removes jurisdictional bottlenecks and provides a seamless and automatic workflow. The system incorporates a number of high tech features:
Unified Web Portal and Mobile App: Citizens can securely log in, complete applications and check the status of their applications in real-time through their mobile phone or desktop.
NADRA Biometric Integration: To ensure that applicant data is not stolen, the data and fingerprints are instantly cross-checked with the National Database and Registration Authority (NADRA).
Integrated E-Payment Gateways: Bank queues can be avoided as the processing fees will be paid digitally by the applicants via mobile wallet, debit/credit card or direct bank transfer.
Tamper-proof QR codes: Each certificate issued has a tamper-proof QR code. Foreign embassies, government departments and employers around the world can scan the code, and immediately confirm its authenticity.

A police character certificate is a document required by millions of expatriates when renewing visas, applying for immigration or when they want to work in other countries. They had to obtain a power of attorney from relatives back home, in order to handle the paperwork. Now, they can apply from any corner of the globe and the system is connected with the Ministry of Foreign Affairs (MOFA) and Pakistani consulates all over the world, which will provide them with secure digital copies.
A Step-by-Step Guide to Applying Online for Police Clearance Certificate
The government has simplified the application form into three simple and easy steps to use:
Profile Creation & Verification: The users register on the official portal with the CNIC number with a short biometric or SMS based authentication.
Document Upload: Applicants upload a clear scan of their valid passport pages (required for travel to abroad), clear scan of their passport size photograph and clear scan of their current residential address proof.
Automated Background Check & Delivery: Application is sent to the automated criminal record office (CRO) of the district. If everything goes well, the user will have a digitally signed certificate generated on his/her dashboard for download. Candidates may also choose to receive the application by mail to their address.
