    Pakistan and the New FATF Risk Indicators on Money Laundering Through Online Gaming

    The proliferation of online gaming and gambling platforms is creating new channels for money laundering and terror financing, the Financial Action Task Force (FATF) has warned. The warning comes at a crucial time for Pakistan, which has spent years trying to clean up its financial reputation.

    Why does it matter for Pakistan?

    Pakistan, which exited the FATF gray list in 2022 but is still under close scrutiny on anti-money laundering rules Regulators now face a new problem with millions of Pakistanis using mobile wallets, betting apps and online gaming platforms, many of which are not licensed locally. Criminals in rural areas where banks are not readily available can easily transfer money through cash transactions and online platforms that are not registered.

    What the FATF report actually says

    The watchdog investigated 80 countries and found gambling and gaming platforms had evolved into a complex cross-border network. Now criminals are using these platforms to move money without actually betting, to break down large sums into smaller transactions to avoid detection and to make questionable bets on event outcomes to manipulate them. The report also explicitly links these gaps to the risks of terror financing that regulators can’t ignore.

    Red Flags Pakistani Regulators & Users Need To Know About

    Fake or different identities on multiple accounts

    Regular use of a VPN to mask actual location

    Offshore betting apps with no license payments

    Unusual betting patterns on obscure sports 

    Payments of winnings through vouchers, coupons or third-party accounts 

    What Pakistan Needs To Do 

    The State Bank of Pakistan and the Financial Monitoring Unit monitor suspicious transactions, but online gaming is a gray area. This oversight needs to be improved if the country’s finances are to be credible.

    Next practical steps going forward:

    •Formalize regulation of unregulated gaming and betting apps.

    •Improved coordination between FIA, SBP, and telecom regulators.

    •Warn mobile-first users of the dangers of unlicensed betting apps.

    •Banks should be encouraged to seek out recurring small transactions involving gaming platforms.

    Conclusion 

    FATF’s latest warning is not a global problem only. It sends a clear message to Pakistani regulators, banks and ordinary mobile users that online gaming and gambling can no longer be seen as harmless entertainment outside the financial system. If you’re alert today, you’ll avoid a larger compliance headache tomorrow.
