Govt announces auto policy revisions for the official Automotive Industry Development and Export Policy (AIDEP 2026-31) framework to push for green mobility. The new roadmap, unveiled by the federal administration on Saturday, November 7, 2026, focuses on providing incentives for local market competition, cost of consumer vehicles, and extensive EV incentives across Pakistan.
Substantial Tax Relief Across Multiple EV Tiers
To push the transition to battery-electric vehicles more aggressively, the new sovereign proposal takes the form of structured, lower levels of taxation with regulatory notifications that are finalized. The approved revenue draft will allow the sales tax rate for fully electric vehicles (BEVs) to be just 1% of sales, and for range-extended BEVs, a cap at 6% of sales. The tax rates for plug-in hybrid electric vehicles are reduced by 9% and the rates for conventional internal combustion engine vehicles will be held at the standard 18% rate. What’s more, SBP will increase the ceiling loan for buying cars from Rs. 3 million to Rs. $10 million to qualify for eco-friendly purchases, increased to a five-year repayment period.
Revenue Neutrality and Strict Market Transparency Standards
The economic blueprint is set out over five years and is comprehensive, with absolute revenue neutrality required to meet wider International Monetary Fund (IMF) requirements. To do this, the state will issue the fresh technology rebates by introducing a new Automotive Development Levy (ADL) for larger fuel-powered cars, while providing full exemption for basic consumer cars below 1,000cc to support the middle class. The program aims to stimulate exports to a $6 billion goal over five years, and it also will include 45 international safety regulations. Moreover, the automakers cannot accept anything more than 20% of a car’s final sales price as an advance booking payment, to respect the rights of consumers and eliminate unfair market premiums.
