Employers and registered business entities across all regions of Kazakhstan are required to submit their projected foreign employee headcount requests by September 30, 2026 [MoRA]. This structured framework is designed to balance local employment protection with the strategic recruitment of high-skilled international specialists in sectors experiencing domestic skill shortages, such as information technology, specialized engineering, health care, and heavy manufacturing.
The Regional Quota Framework and Key Deadlines
Kazakhstan regulates foreign employment through a strictly managed quota system under its national migration legislation. The process requires corporate entities to forecast their staffing requirements well in advance:
Submission Deadline: Employers must register and finalize their incoming foreign workforce estimates through state employment portals before September 30, 2026 [MoRA].
Approved work permits are region locked (available in administrative districts (oblasts or city)). An expatriate employee can only work within the geographic jurisdiction in which the employer had the required quotas.
Targeted Allocation: The 2027 allocation gives greater weight to high-skilled workers and corporate experts, and has made it less likely to provide low-skilled labor pools, in order to protect local job markets.
Eligibility and the Work Permit Application Process
International applicants cannot independently apply for a standard employment visa (typically Category C3) without formal sponsorship from a legally registered Kazakh entity. The standard acquisition pipeline involves several mandatory steps:
Local Labor Market Testing: Employers must post a job opening on the official public employment service for a certain period of time (usually 15 days) to demonstrate that there is no appropriate Kazakh citizen for the position before hiring a foreign national.
Quota Verification and Approval: Once the local market test clears, the regional commission reviews the application against the approved sector quotas.
Invitation Letter (LOI): After receiving an endorsement of quota the Ministry of Foreign Affairs issues an official invitation to submit a visa application to the candidate, and the candidate collects the employment visa from a diplomatic mission in his country.
Exemptions from the Quota System
Not all foreign workers in Kazakhstan are subject to the annual quota application process. Certain specialized categories enjoy legal exemptions:
Intracompany Transferees (ICT): Senior executives, managers and specialized staff brought in temporarily from one country to a subsidiary of a multinational enterprise without undergoing the normal labor market tests and quota process.
EAEU Nationals: Citizens of the Eurasian Economic Union (EEU) members (Russia, Belarus, Armenia and Kyrgyzstan) are not required to apply for a visa and work permit to work in Kazakhstan.
