In a massive push to expand Pakistan’s digital economy and fuel high-yield monetization models for local freelancers, content manufacturers, and small-to-medium enterprises (SMEs), global tech giant Meta has joined forces with the Ministry of Information Technology and Telecommunication (MoITT) to officially launch the Pakistani Creators Monetization Program.
This macro level digital alignment is the launching pad for the establishment of the Small Business Growth Academy (SBGA) as announced in a high profile technology summit held in Islamabad. The project targets the training of more than 1000 digital entrepreneurs, women entrepreneurs and digital content creators on how to use tools of Artificial Intelligence (AI), digital marketing systems, and network integrated software frameworks across Facebook, Instagram and WhatsApp Business to boost their commercial sales and monthly revenues across the globe.
Technical Architecture and Core Syllabus of the Small Business Growth Academy
Operating under the executive leadership of the MoITT and managed by local consulting partner AtomCamp, the newly initiated academy is directly supported by key national tech hubs, including Ignite, SMEDA, and P@SHA. Registration portals have officially gone live, with the first wave of automated training modules scheduled to activate in September 2026.
The technical program is extensive and gets local creators up to speed on replacing the old and manual approaches to ad configuration with sophisticated digital solutions in a number of critical tracks:
AI-Enhanced Content Engineering: Educating creators to effortlessly create optimized graphic designs, algorithmic Reels and high retention video content within seconds using AI-enhanced content engineering systems.
Precision Performance Marketing: Cross-platform analytics dashboards to pinpoint niche consumer groups along global corridors, without relying on broad ad placements.
WhatsApp Business Automation: Supporting retail vendors to create complete product catalogs, instant message triggers and secure API bridges to record the sales across the borders without any technical hassle.
Overhauling Facebook Monetization: Unified Portfolios and 150% Earning Multipliers
Coinciding with the rollout of the academy, Meta has introduced major upgrades to its central Facebook Content Monetization program. The redesigned framework lowers access barriers, utilizing invite-based models that allow micro-bloggers in Pakistan with smaller audiences to safely qualify for direct US dollar payouts.
Meta’s updated financial manual deploys several major performance incentives:
150% Earnings Multiplier on Stories: To push highly immersive mobile layouts, Meta is launching an algorithmic push offering a 150 percent earnings multiplier on original Facebook Stories, backed by a global performance fund capped at $100,000 per user.
Meta’s In-Stream and Reels Dashboard: Meta has integrated In-Stream Ads, Ads on Reels, and Performance Bonuses into a single dashboard that sits in the cloud and can be accessed by creators to track their scientific revenue on the day.
Eliminating the complicated international payment loops, the State has permitted Pakistani creators to send their digital income straight to local commercial bank accounts (HBL, UBL, Meezan Bank) without having to go through third party payment wallets.
Geographic Inclusion Targets and Special Quotas for Women-Led Ventures
Tehara Punchihewa, Public Policy Manager for Asia-Pacific at Meta, highlighted during the event that Pakistan has one of the fastest growing Digital Asset economies in Asia-Pacific. She added that the deployment of the program is initially in Islamabad, Lahore and Karachi and the expansion of the program is planned to reach the industrial and agricultural areas such as Sialkot, Faisalabad, Multan, Peshawar and Quetta.
Besides, the state-sponsored scheme has a compulsory target for women entrepreneurs, which will provide equal access to high level technology and direct digital monetization options to the women entrepreneurs.
