    IHC Puts PEC Registrar’s Appointment Letter on Hold Amid Legal Dispute

    For engineers and job seekers across Pakistan who follow government recruitment closely, this case matters. ISLAMABAD: The Islamabad High Court has intervened to settle a tug of war over the top administrative post of the Pakistan Engineering Council, deferring the final decision on the appointment until the legal process is completed.

    What the IHC Order Actually Means

    An engineer had filed a petition challenging the advertisement of the post of Registrar and Justice Khadim Hussain Somro heard the petition. The court did not halt the hiring process altogether. Instead, it allowed PEC to continue processing applications and interviews, but it clearly prevented the council from making any final appointment order until the matter is decided.

    That means the candidates already in the race are not out of the race. “However, no one can be formally approved, and an appointment letter can be issued now.

    Reason for Petition Filing

    The lawyer for the petitioner said the advertisement released on August 23, 2026, was not in accordance with the existing service rules. As per these 2020 rules, if a senior additional registrar is already in service in PEC, the selection board has to recommend at least three senior eligible officers for the post instead of making it a fresh, direct hire.

    The basic objection is this: The PEC Act and its rules do not provide for a direct appointment from outside when suitable officers are available inside.

    What This Means for Pakistani Job Seekers and Engineers

    The case is a reminder that government hiring in Pakistan has to be done in accordance with written service rules and not administrative convenience. It shows young engineers applying to public bodies the need to read eligibility criteria carefully. It also explains why the final stage of the final appointment order can still be challenged in the court even after the interviews are over.

    •Follow to find out when the next hearing will be, on September 29, 2026.

    •Don’t assume a job ad is automatically legal.

    •In the absence of merit or seniority rules, the applicants can raise their objections through legal counsel.

    •Keep your qualifications on file in case you have to reapply.

    Conclusion 

    The ruling of the Islamabad High Court keeps the PEC Registrar recruitment alive but firmly on hold as far as a final appointment is concerned. It is a small but significant check on how public institutions in Pakistan fill senior posts, and it indicates that transparency and following the rules still matter, even in routine hiring matters.
