Delays by Independent Power Producers (IPPs) in implementing competitive coal procurement IPPs strategies are set to needlessly increase electricity tariffs for everyday Pakistani consumers. Despite securing significantly better discounts through fresh competitive bidding processes certain IPPs continue to procure imported coal under less competitive pre-existing contracts.
Regulatory Inaction Over Potential Savings
The ongoing delays have placed the National Electric Power Regulatory Authority (NEPRA) under immense scrutiny. Public procurement data reveals that an IPP initially purchased imported coal at no discount against the international API-4 coal price index. Subsequent interim supply deals offered a minor discount of $1.08 per metric ton. Although NEPRA mandated competitive bidding successfully achieved a much higher discount of $2.10 per metric ton offering an additional savings of $1.02 per ton the onboarding of these cheaper suppliers remains pending. Instead, the IPP has sought further extensions for its previous contracts.
Financial Implications for Electricity Consumers
Given the massive volume of fuel consumed by large power plants, even small per-ton price differences result in huge financial burdens. This is a huge potential saving of $1.02/mt which can directly reduce consumer fuel price adjustments. But there are times when a short-term contract extension is needed to maintain uninterrupted fuel supply but regulators say NEPRA should have strict timelines to serve the public interest. Consumer protection should outrank contractual formalities at a time where affordability of electricity is of critical importance.
