    It is not a dream anymore for lower and middle class families to own a house in Pakistan. The government and State Bank Pakistan have announced and officially launched its updated flagship housing finance policy under the banner of “Apna Ghar Program” to feed the huge unmet demand in the housing sector across the country. The maximum increment of this housing loan has been raised to enable low-cost borrowers to significantly take Rs10 million (1 crore) of housing loans and the flat markup price charged is extremely low and subsidized at 5%.

    This step-by-step guide is the complete application process for buying or building your own title to your home or apartment and its detailed payment structure, eligibility and much more with no hassles involved with having to pay monthly rents.

    Key Features and Updates of the Revised Scheme

    After the approval of the Economic Coordination Committee (ECC), there have been significant modifications to enable home financing for the public population to be easier, predictable and highly affordable.

    Expansion of Borrowing Limit upto Tier Maximum Rs 10 Million (Rs 10,000,000) based on Tier.

    Fixed Subsidized Markup: Borrowers are rewarded a fixed flat-rate 5% mark-up subsidy rate. This rate will remain constant over the first 10 years of the mortgage loan, protecting you from changes in market interest rates.

    Easier loan term: Easily repay within a flexible 20 years with a stress free monthly payment.

    Purchase of House on a plot up to 10 Marlas or Purchase of a Finished House/Flat/Apartment (Covered area up to 1500 SF) under Property Size Allowances: Eligible borrowers can buy or build a house on a plot of land up to 10 marlas or also choose to purchase a house which is already built but not in use (Covered area up to 1,500 SF).

    The financing ratio for commercial banks is 90:10, which means that they will provide 90% of the total consideration, and 10% will be the borrower’s down payment.

    Eligibility Criteria for Applicants

    In order to benefit the most deserving families, only certain eligibility criteria were laid down by the State Bank of Pakistan (SBP) which are strict but at the same time inclusive:

    First time home buyers: If the applicant, spouse or dependent children(s) already own any other residential house elsewhere in Pakistan, it will not be considered as a first time home buyer.

    Valid Citizenship: Applicant should be a citizen of Pakistan with valid Computerized National Identity Card (CNIC) / Smart National Identity Card (SNIC).

    Diverse Income Streams: The scheme will be opened to all salaried persons, business owners and informal economy (unorganized sector) working people, provided they have regular cash flows on a monthly basis.

    Step-by-Step Application Process

    The processing mechanism for this innovative low cost housing loan has been streamlined in all commercial banks with a target of a processing time of less than 30 days; the mechanism has been put in place in such a manner that makes it transparent.

    Online Registration

    First, review the official housing program website online or look at the housing program updates on the Ministry of Housing and Works website. Get an initial application tracking ID by registering through your CNIC, cellphone and basic demographic information.

    Choose a Bank and Gather Documents

    After a preliminary screening, you can find the closest branch of any commercial bank, Islamic bank or House Building Finance Company (HBFC). These important records to bring:

    Completed and signed application for a bank loan.

    Copy of CNIC/Recent Passport sized photos.

    Proofs of income (Salary slips (for salaried employees) / NTN, business registration (for business/set up people).

    Three to 12 months bank statements that have been verified are required.

    Legal property title documents (which, if you have chosen the plot, flat or house to buy, you will have). 

    Biometric Verification and Evaluation

    Biometric verification with NADRA will happen instantly in the bank. As per the new instruction, cessation of any processing fee and application fee (hidden fee) by the partner banks will be prohibited in this initial assessment period. 

    Final Approval and Disbursal

    Once legal validation is obtained of the selected property and credit is satisfactory, then the bank will officially authorise the loan. This amount for 90% financing is paid out directly to the seller/builder and the fixed monthly installment plan will start. 

    Estimated Monthly Installment Breakdown

    Thanks to the flat 5% subsidized markup rate, your monthly repayments remain highly manageable and often equal the cost of regular house rent:

    • For a Rs 2.5 Million Loan: Approximately Rs 16,499 per month.
    • For a Rs 5.0 Million Loan: Approximately Rs 32,997 per month.
    • For a Rs 10.0 Million Loan: Approximately Rs 65,996 per month.

    The hugely revamped low cost housing loan policy of the government is an impetus to the low to middle class families of Pakistan.
