The government has officially approved securing a new Pakistan ADB loan worth $750 million (approximately Rs. 209 billion) from the Asian Development Bank. Headed by the Deputy Chairman of the Planning Commission Ahsan Iqbal the concept clearance committee greenlit this capital injection to finance pressing pension overhauls and public-private partnership (PPP) frameworks.

This financial move comes at a critical juncture as the nation’s total debt and liabilities scale near a staggering Rs. 100 trillion threshold. Structurally, the allocation splits into a $500 million component specifically targeted at improving the fiscal sustainability and governance of the federal pension architecture. The Finance Ministry noted that ballooning pension liabilities have severely restricted fiscal space necessary for vital infrastructure healthcare and social protections. Consequently, the new program aims to operationalize a defined contribution pension scheme.

The remaining $250 million is earmarked to bolster institutional frameworks for public-private partnerships. The Planning Commission has requested rigorous impact assessments of prior loans linked to these sectors to ensure tangible outcomes. Currently, around 50 percent of the state’s ADB portfolio relies on expensive commercial financing options, as cheaper concessional lines remain locked into alternative developmental projects. According to State Bank data, public debt has reached 68.3 percent of the national GDP breaching the legal boundaries defined under the Fiscal Responsibility and Debt Limitation Act. Formal structural negotiations with the Manila-based lender will finalize following the release of the committee’s official administrative minutes.
