The federal and provincial governments have set strict conditions that make sure this welfare programme reaches only the most deserving parts of society.
Electricity Consumption Threshold: Electricity bills of domestic consumers who have been 0 to 200 units/month over the past 12 months are fully eligible. This mainly aims at lifeline and protected category consumers.
Sanctioned Power Load: Applicant’s existing digital utility meter power load is 2 kW (kilowatts) or less.
Applicants are required to have a valid (Computerized) National Identity Card (CNIC) from the province. Special quotas are provided under the Chief Minister Punjab Free Solar Panel Scheme for the residents of Punjab.
Exclusion Factors: This does not apply to individuals who have been known to steal power, tamper with or bypass meters, or properties with more than one meter under the same roof. Method 1: Applying Online via the Official Web Portal
Open Browser: Go to the official Punjab Solar Scheme Portal in your desktop or mobile browser. Click on Register and fill in your full name, CNIC number, active mobile number and select a secure password to register.
Enter your Reference Number (14 digits) and your electricity provider’s name (e.g. LESCO, MEPCO, K-Electric) as they are listed on your bill onto your personalised dashboard.
Submit Supporting Documents: Scan and upload clear digital copies of front and back of CNIC, last paid electricity bill, and proof of property ownership (formal lease agreement if renting).
Final Submission: Double-check for spelling mistakes in all the fields entered and press ‘Submit Application’. A tracking ID will appear on the screen for your reference for the system.
Method 2: Offline Application via Mobile SMS
The government has a simple SMS shortcode service for citizens without a consistent Internet connection or smartphone:
Open the basic phone’s text messaging app.
Input the 14 digit electricity reference number and press the spacebar once and then enter the 13 digit CNIC number (no hyphens or spaces).

Selection Process and Physical Installation
The government has an automated and transparent computerized balloting (draw) system because the volume of applications regularly goes into millions, so that the final beneficiaries are selected.
Candidates who successfully submitted their applications will be informed through SMS on his/her mobile number. After that, technical verification teams and district administrative staff will go into the field for verification of the roof space and structure compatibility of the applicant. The government will provide a solar panel installation along with an inverter system and full wiring for alternative energy contractors that are certified by the government, with no cost to the building owner.
